摘要
该文构建理论模型分析了分行业资源错配的度量方式,并利用2004年到2013年的经济普查数据测算了中国分区域和分行业的资本扭曲程度以及劳动力扭曲程度。研究发现,中国的资本扭曲程度在2004年到2013年之间处于不断恶化的状态,并且在2008年到2013年期间表现得尤为严重,劳动力扭曲程度在2004年到2013年之间则有一定程度的改善。此外,东北部和中西部的资源扭曲程度明显大于东部地区的资源扭曲程度,中西部和东北部虽然在生产技术上与东部地区存在较大差距,但是由于中西部和东北部地区能够以更低的成本获得生产要素,所以中西部和东北部相对于东部地区的全要素生产率差距远小于生产技术差距。该文认为针对中国的资源错配情况应当进一步降低人口流动壁垒,促进劳动力的自由流动,还应当强化资本流动的市场化配置方式,减弱行政干预对于资本配置的影响。
This paper constructs a theoretical model to analyze the measurement of resource misallocation in different industries,and uses the economic census data from 2004 to 2013 to estimate the degree of capital distortions and labor force distortions in China's sub-regions and sub-sectors.This study finds that the degree of capital distortion in China is deteriorating between 2004 and 2013 and is particularly severe during 2008-2013,and the labor distortions have a little improvement between 2004 and 2013.In addition,the degree of resource distortions in the northeast and central and western regions is significantly worse than that in the eastern regions.Although the production technology is outdated in the central and western regions and the northeast than in the eastern regions,but the central and western regions and northeastern regions can get the production factors by lower cost,so the total factor productivity gap between the Midwest and northeastern relative to the eastern is far less than the production technology gap.This paper argues that for reducing the resources misallocation in China,we should further reduce the barriers to population movement and promote the free movement of labor force.We should also strengthen the market-oriented allocation of capital flows and weaken the impact of administrative intervention on capital allocation.
