摘要
由政府对托幼机构的教育质量进行评级,已成为世界多国学前教育管理的普遍做法。这种做法要达到保障和提升教育质量的最终目的,必须解决一系列内部和外部的关键问题,包括如何通过发挥评估对整体教育质量的促进功能、如何将评估监控系统与国家现行的学前教育管理体系相整合、如何通过评估促进教育公平、如何通过评估优化教育市场的良性竞争。以具有较强代表性的美国加利福尼亚州为例,在面对这些关键问题带来的挑战时,该州政府从政策定位、资金投入、组织管理、队伍建设等方面入手加以应对,并持续优化评估工作和专业扶持工作的程序、内容和方法,取得了一定的效果。
It has become a worldwide trend for the governments to evaluate and rate the early childhood education centers. The America' s Quality Rating and Improvement System is one of the examples of this trend. The purpose of the system is to ensure the educa- tional qualities. To do this, the system must solve some critical problems including how to improve the quality on a general basis, how to integrate the rating system with the current management system, how to promote educational equity through rating, and how to facilitate benign competition of the early education markets. In meeting with the challenges brought by these problems, the state of California has continually increased financial investments and significantly expanded the system, and built a mechanism of coordination to integrate works of different government departments along with other agencies. Meanwhile, its system seeks to optimize the contents and methods in rating and supporting early education centers. These endeavors seem to have obtained some effects.
