摘要
为早期儿童提供优质教育对缩小儿童学业表现差距、促进幼儿园与小学教育融合、提升学生高中毕业率与升学率、提高教育投资社会收益等具有重要意义。为实现公平与优质教育发展目标,近年来美国采取了建立资源整合与决策咨询机构、制定学习与发展标准、构建从业者专业发展支持系统、开发项目质量评估与改进系统、建立数据共享服务系统、完善经费投入保障机制等综合化举措,彰显了多元主体参与、公平与优先发展理念、实证本位教育决策、质量导向资源投入、综合化早期干预的实践特征。
To provide high quality early education for childhood can shorten the children' s academic performance gap, promote the integration of kindergarten and primary school education, impel more students graduate from high school and entrance to universi- ty, and improve the social benefits of education investment. In order to achieve fair and high quality educational development goals, the United States has adopted a series of com- prehensive reform measures in recent years, such as establishing the institution of resource integration and decision-making consultation, Setting learning and development standards, building professional development system, developing quality rating and improvement system, setting up the data sharing service system, and improving the system of fund guaran- tee. And these initiatives reflect the following basic characteristics, such as cross agency and sector involvement, fair and priority development concept, empirical based education decision-making, quality oriented resource input, integrated early intervention and so on.
