摘要
在我国农业从传统小农经济向适度规模化方向发展的过程中,农户群体形成以新型农业经营主体和传统小农户为代表的二元分化。研究选取安徽、江苏、四川、湖南等9个粮食主产省份,对2339户农户进行问卷调查和比较分析,研究发现:(1)新型农业经营主体种植面积较大,但种植品种单一,风险集中度较高;(2)新型农业经营主体普遍意识到农业保险是灾后风险融资的重要方式,对农业保险的购买意愿和愿意支付的保费水平显著高于传统小农户;(3)新型农业经营主体与传统小农户都优先考虑医疗与养老保险等家庭费用支出型险种,但是新型农业经营主体对农业保险(尤其是产量保险)的偏好排序远远高于传统小农户。故此,以保障农户家庭支出风险为主的医疗保险、养老保险与保障农户家庭收入风险为主的农业保险应协同推进;农业保险的具体险别应逐步从普惠型向多元化方向提升。
From small-scale to moderate scale agricultural economy,the crop producers have divided into the new agricultural enterprises and the traditional small-scale households. In order to analyze the operation,risks,insurance preference and differences between two kinds enterprises,the research carried out the investigation in Anhui、Jiangsu、Sichuan、Hunan and so on,got 2339 questionnaires. The research finds out that： The planting areas of the new agricultural enterprises are wide,but produced types are single and the risk concentration is higher than the small-scale households＇. Most new agricultural enterprises realize that agricultural insurance is a good way of disaster loss financing. They are willing to buy the insurance and pay more premium than the small-scale households. The new agricultural enterprises and the traditional small-scale households both prefer medical insurance and endowment insurance which are insured the charges. But the New agricultural enterprises pay close attention to the agricultural insurance,especially the yield insurance. So,the government should push the medical insurance、endowment insurance and the agricultural insurance together to realize the welfare utility. Besides,the specific types of agricultural insurance should be improved from homogenization to diversification.
