摘要
存量档案的数字化,新增档案以数字档案为主已成为档案工作当前的一个重要工作特征,但是数字化资源有着易修改、内容和载体可分离以及对设备的依赖性等特点,使得其原始性、真实性以及法律上的有效性受到质疑。本研究将档案管理软件与电子证据保全认证中心进行对接,搭建了确保数字档案法律效力的数字档案远程异地利用平台,依托重庆邮电大学法学院司法鉴定中心提供权威的、具有公信力的法律保障;采用成熟的加密技术以及技术架构来确保数字档案在远程利用过程中的真实性、完整性。
The digitization of stock archives and digital archives in new files have become the main characteristics in current archival work. However, some features of digital resources such as liability to be modified, separability of content and carrier, dependence on equipment make their origin, authenticity and legal effectiveness often questioned. By connecting archives management software with the electronic evidence preservation authentication center, we set up the long-distance utilization platform of digital archives that has the capability to ensure the legal validity. The Law School of Chongqing University of Posts and Telecommunications provides authoritative and credible legal protections. At the same time, the advanced encryption technology and technical architecture ensure the authenticity and integrity of digital archives in the process of remote utilization.
