摘要
自改革开放以来,我国国有企业历经多次"摸着石头过河"的"试错式"改革,取得了一定的成效。总体上看,我国国有企业存在的问题仍然较多,如垂直的行政任命制、效率低下、政企产权责任主体模糊等等,究其原因在于旧有的路径依赖对我国国有企业治理结构的变迁产生了消极的影响。目前,社会主义新时期的国有企业正进入攻坚克难阶段,中央提出了国企改革的多项举措。采用文献法,阐述了我国国有企业制度变迁中路径依赖的现状,产生的原因,并提出加强我国国有企业体制改革的创新和发展,破除消极路径依赖对我国国有企业体制改革束缚作用的建议。
Since the reform and opening up, China＇s state-owned enterprises have experienced many ＂trial and error＂reforms, which have achieved certain results. On the whole, there are still many problems in our state-owned enterprises, such as vertical administrative appointment system, low efficiency and the vague main body of the property rights responsibility between the government and the enterprise. The reason is that the old path dependence has a negative impact on the change of governance structure of state-owned enterprises in China. At present, the state-owned enterprises in the new period of socialism are entering the stage of overcoming difficulties, and the central government has put forward many measures for the reform of state-owned enterprises. By using the method of literature, the paper expounds the current situation of path dependence in the system changes of state-owned enterprises in China. Some suggestions are put forward to strengthen the innovation and development of the system reform of state-owned enterprises and to break the negative path dependence on the system reform of state-owned enterprises.
