摘要
对农村体育公共服务的现状进行了基本描述,农村体育服务体现为总量供应不足、供需失衡现象突出、农民满意度不高的状态。而造成这一现象的一个重要原因是长期的"制度外供给",提出了农村体育公共服务"制度内供给"的路径选择,这一选择符合政府职能的定位,有利于保证农村体育公共服务的持续性,也是当前其他供给方式不成熟的保底性选择。而"制度内供给"受到"顶层设计"缺位、财政困境制约、服务供给优先次序倾斜、基层体育建制式微等因素的制约。要改变这些困境,促进农村体育公共服务治理升级需要优化农村体育公共服务顶层设计,畅通农民体育需求传递的民意机制,完善农村体育公共服务财政保障制度,建立农村体育公共服务绩效评估制度等。
The Situation of Rural Sports Public Service were basic description, rural sports and services reflected in the total supply, supply and demand imbalance prominent farmer satisfaction is not high status. The＂supply within the system＂ by the ＂top-level design＂ absence, financial difficulties constraints, service delivery priorities tilt, grassroots sports and other micro organizational constraints, and to change these difficulties, promote good governance upgrade rural sports public service need to optimize rural sports public service top-level design, smooth farmer sports demand delivery mechanism for public opinion, improve the rural sports public service system of financial security, the establishment of rural sports public service performance evaluation system.
