摘要
2017-2018年我国采暖季天然气出现供应紧张局面。其原因具体表现为6个方面:天然气立法滞后,相关制度不健全;国家层面缺乏统筹规划,调研与协调沟通不够;天然气定价机制不完善,储气调峰价格缺位;地方政府"煤改气"政策发力过度,资源落实不到位;上游资源供应企业对供需形势研判不足,储气调峰设施建设滞后;下游城市燃气企业竞相抢占市场,营销企业调峰责任失位。提出促进我国天然气市场健康发展的7条建议:加快推进油气体制改革,健全天然气法律法规;加强统筹协调,科学规划精准决策;完善储气调峰制度,尽快落实储气调峰气价;政府企业各司其责,加快储气调峰设施建设;加快基干管网建设,重视互联互通;完善供用气合同,强化法律约束力;转变理念强化保供,提升企业竞争力。
The tension supply of natural gas during the heating season in 2017-2018 are mainly caused by imperfect legislation of natural gas; lacking of overall planning at the national level, and insufficient research and coordination of communication; the faultiness in pricing mechanism of natural gas and vacant tariff of gas storage peak-shaving; the excessive ＂coal to gas＂ policy implementation by local governments; insufficient research on the supply ＆ demand situation and construction lagging gas storage peak-shaving facilities; downstream urban gas enterprises seizing market share competitively and losing responsibility of marketing companies peak-shaving. This paper puts forward the following seven aspects to promote market development： accelerating the reform of oil and natural gas industry system, and improving natural gas laws and regulations; strengthening overall coordination and scientifically planning; improving the system of gas storage peak-shaving and implementing the gas pricing; accelerating the construction of gas storage peak-shaving facilities with governments and enterprises fulfilling their responsibilities; speeding up the construction of natural gas trunk pipelines; improving gas supply contracts and strengthening the legal binding force; changing service concept and strengthening gas supply guarantee, to enhance the competitiveness of enterprises.
