摘要
加拿大在20世纪70年代形成比较完善的家庭福利政策,其变迁大体可以划分为前福利国家时期、全国性社会保障建立时期、危机时期和当代的重建。每个阶段福利政策的变革都与特定的福利理念、经济背景、政治导向及社会和人口状况联系在一起。围绕家庭福利政策的发展,四个主要的争论问题是社会福利应该给谁、给什么、如何提供、如何筹资。在当代,加拿大的家庭福利政策表现出从全民性向选择性、从现金津贴向家庭服务、从中央集权到地方分权、从成本分担到转移支付等方面的变化,这些转变反映出新自由主义和全球化对加拿大的影响。
Canada＇ s family welfare policies were formed in the 1970s. Four stages can be identified in its historical change： pre - welfare state in the 1990s, and reconstruction in prior to 1930, the 2000s. Ch national social security system in the 1970s, crisis stage anges in every stage were related with specific welfare beliefs, economic context, political orientation, social and demographic situations. On the development of family welfare policy, four key questions have been debated： To whom, what, and how social welfare should be provided, and how it should be funded. In the contemporary stage, Canada＇ s family social welfare is reformed from the universal mode to the selective mode, from cash benefit to social service, from federal responsibility to provincial responsibility, from cost - sharing to social transfer. These development logics indicate the impact of neo - liberalism and globalization.
