摘要
在当代,创业活动成为一个国家或区域经济发展的动力源泉,而创业环境作为影响与制约创业活动的各种外部因素的组合,其优劣直接影响到企业或某产业最终的创业效果,创业活动是否活跃直接受创业环境的影响。本文基于GEM模型中对创业环境分析的政府政策、金融支持、教育培训等9项一级指标,设计了本外币各项贷款、原保险保费收入、吸引外商直接投资项目数等创业环境评价的13项二级指标,运用熵权法求权重后计算得分,对西北5省(区)18个主要城市的创业环境进行了客观评价,并提出优化对策,借以促使西北部地区创业者实现更有效的创业活动。
At present,entrepreneurial activity becomes the power source for the national or regional economic development,meanwhile,the entrepreneurial environment,a combination of various external factors that influence and restrict entrepreneurial activity,directly affects the final performance of an enterprise or an industry.Based on the 9 first-level indicators like government policy,financial support and education training in GEM model,this article firstly designs 13 secondary indicators of entrepreneurial environment like loans in local or foreign currency,the insurance premium income and attracting foreign investment.Secondly,using entropy weight method,the paper calculates weight score to make an objective evaluation on the entrepreneurial environment of 18 major cities in the five northwest provinces(areas).Lastly,the optimization countermeasures are put forward to prompt the northwest entrepreneurs to achieve more effective entrepreneurial activity.
