摘要
通过对六盘水市农村“资源变资产、资金变股金、农民变股东”“三变”改革实践的调研，本文剖析了农村“三变”改革的背景、内涵和改革效应，从丰富和发展“两个飞跃”理论、推动农业供给侧结构性改革、培育农业农村发展新动能、实施精准扶贫有效脱贫、促进欠发达地区农业现代化发展等方面系统梳理了“三变”改革的理论与实践创新价值。并从资源资产确权登记、股权量化与收益分配、产业平台建设、新型经营主体培育引进、风险防控机制构建等方面揭示了开展农村“三变”改革需要抓好的关键环节。本文从坚持问题导向、尊重农民意愿、发挥政府作用、兼顾公平与效益、加强风险防控等方面提出了六盘水市农村“三变”改革对当前深化农村改革的启示。
Through investigation of the reform practice of the rural ＂Three Changes＂ from Re- sources into Assets, Capital into Shares and Farmers into Shareholders in Liupanshui City, this paper an- alyzed the background, connotation and reform effects of the rural ＂Three Changes＂ reform, and system- atically clarified the theoretical and practical innovation value of the ＂Three Changes＂ reform in term of enriching and developing the＂ Two leaps＂ theory, promoting agricultural structural reform on supply side, cultivating new drivers of agricultural and rural development, implementing targeted and effective measures in poverty alleviation and promoting agricultural modernization in less developed areas. The paper also revealed the key links that should be concerned in the rural reform of＂Three Changes＇from the determination and registration of rural resources and assets rights, the quantification of the equity and the distribution of income, the construction of the industrial platform, the cultivation of the new bus- iness entity and the construction of risk prevention and control mechanism. In the end, this paper sum- marized the policy implications for deepening rural reform of the rural＂ Three Changes＂ reform in Li- upanshui City from five aspects of enhancing problem-oriented motivation, respecting the willingness of farmers, giving play the role of the government, balancing fairness and efficiency, and strengthening risk prevention and control.
