摘要
民航运输业作为满足居民安全、便捷、高效、绿色出行的交通运输方式,推动民航业供给与人口布局需求均衡发展是实现民航业供给侧改革的重要突破口。本文选择2003~2015年中国机场旅客吞吐量和人口数据,利用泰尔指数对中国民航业发展与人口布局的均衡情况进行了测度,并利用分解泰尔指数对造成二者不均衡发展的原因进行了深入分析。实证研究结果表明,2003~2015年中国民航业发展与我国人口总体布局均衡程度日益提高,但不均衡程度依然较大。进一步地,分解泰尔指数显示我国民航七大地区内民航业发展与人口布局的不均衡是造成全国层面二者不均衡的主要原因,因此在促进全国民航事业整体发展的同时,加大我国民航七大区域内部民航业发展与人口布局的均衡协调是未来我国民航业供给侧改革的重要方向。
As a way to meet the residents＇ safe, convenient, efficient and green travel mode, the civil aviation transport industry is striving to promote the balanced development between the supply of civil aviation industry and population distribution, which is an important breakthrough to achieve supply-side reform of the civil aviation industry. This paper selects the passenger throughput of China airport and population data in the past 2003-2015 years, and uses Theil index to measure the balanced degree between China＇s civil aviation industry development and population distribution, and makes an in-depth analysis of the causes of the unbalanced development between the two sides by using the Theil index. The empirical results show that the balance degree between the development of China＇s civil aviation industry and the overall population distribution of China is increasing in the past 2003-2015 years, but the imbalance is still large. Further, decomposition of Theil index shows that the main reason causing the imbalance between the two side at the national level is the imbalance between the civil aviation development and population distribution inside seven civil aviation district. Therefore when we are promoting the overall development of the national civil aviation industry, it is more important to increase the balance degree between the civil aviation development and population distribution inside seven civil aviation district at the same time in the future.
