摘要
编委会是学术期刊重要的职能机构,学术性是其首要特性,但在实践中,编委会却存在严重的行政化倾向。基于对143种人文社科期刊的问卷调查,研究发现学术期刊编委会行政化主要表现为编委任命方式的行政化、遴选标准的行政化和更替机制的行政化。编委会行政化容易滋生编委的"本土化",弱化期刊的国际化程度;编委会行政化容易导致编委流于形式化,弱化编委会存在的价值;最后,编委会行政化还容易降低期刊编辑部对编委会的总体认同感。学术期刊编委会应"去行政化",回归学术期刊的学术本真。
The editorial board is one of the important functional organizations of academic journals, of which the academic nature is its main characteristic. However, editorial boards are bureaucratized in practice. Based on the survey of 143 humanities and social sciences journals, the study finds that the bureaucratization of academic journal's editorial board, mainly manifestes in the following aspects: the appointment, the selective standard and the succession mechanism. The bureaucratization of editorial board is easy to breed the "localization" of board members and undermine the internationalization of journals; The bureaucratization of editorial board is likely to render and lose the value of existence; Finally, the editorial department may not identify with the editorial board because of its bureaucratization. The editorial board of academic journals should be "de-administratized" and highlight the academic qualifications.
