摘要
通过文献资料法、分析归纳法对澳大利亚新一轮竞技体育改革中实施的投资问责模式的结构、特征进行研究。澳大利亚形成了责任分明的竞技体育投资工作责任体系;财政资金投入以投资原则为导向;竞技体育工作以追求效益为目标;体现了澳大利亚体育政策决策的科学性和公平性。对我国竞技体育工作的启示是:加强绩效评估问责的立法工作;明确协会和项目管理中心的权责分工;重视投资标准的建设;实行量化的绩效评估制度,重视绩效考核工作;强化问责机制,加强群众监督。
By using the methods of literature review and analysis induction to study the structure and characteristics of investment accountability model in the new round of reform of competitive sports in Australia. The characteristics： formed the responsibility system of accountability for investment of competitive sports, financial investment of competitive sports guided by the investment principles, pursuing of efficiency as the goal of competitive sports work, reflecting the scientificity and fairness of policy-making of competitive sports. Enlightenment on competitive sports work of China： strengthen the legislative work on performance evaluation and accountability, clear and definite the responsibility division between association and administration center, pay attention to the construction of investment standard, build the quantitative evaluation system of performance and attach importance to the work of performance appraisal, strengthen the accountability mechanism and the supervision by the mass.
