高房价抬高了人才在沪的居住成本,因此上海需要出台一系列配套政策,健全和优化人才公寓的运行机制。解决人才居住问题应以市场为主,针对不同人才提供不同的居住条件。对"高峰"人才,按照市场化"高价高得"方式提供;对其他重点人才,发放购房券或者单位提供居住;对一般引进人才,实行实物配租或货币配租。
