摘要
着眼于当前影子教育机构缺乏有效监管,质量良莠不齐这一现象,从博弈论的视角分析其内在原因,探究政府规范与治理影子教育机构的对策。研究发现,当影子教育机构分为好影子教育机构和差影子教育机构时,好影子教育机构具备办学资质、办学条件良好、师资质量高等优势,其提供的补习服务能真正满足学生多样化的教育需求,利于缓解我国当前优质教育资源稀缺现状。差影子教育机构缺乏办学资质和办学条件、师资质量差、高收费和虚假广告等问题,其提供的补习服务不仅加重学生的学业负担,竞赛等活动还扩大学生间的教育竞争,严重阻碍义务教育的均衡发展,因而这类影子教育机构亟需规范与治理。政府应尽快出台针对影子教育机构的法律法规与细则,明确监管主体,提高准入门槛,倡导成立行业协会、制定行业规范来促进影子教育机构的健康可持续发展。
The paper focuses on currentphenomenon that the shadow education institutionslack effectivesupervision andqualityvariesgreatly , analyizes its internal reasonsfrom the perspective of game theory, to explorethe government norms and governance of the shadow educationl institutions. When the shadow educationinstitutions are divided into high quality of shadow education institutions and low quality of shadow educationinstitutions, high quality of shadow education institutions with the advantage ofschool qualifications, goodschoolconditions , high quality teachers, the provision of tutorial services can really meet the diverse needs of studentseducation , alleviate the current situation of our country current quality education resources scarcity.low quality ofshadow education institutions lack the qualifications and conditions of running schools, poor quality of teachers,high fees and false advertising, etc., the provision of tutorial services to increase the student's academic burden,competition activities also expand the education competition of students, seriously hinder the balance of compulsoryeducation development, and thus sucha shadow education institutions need to regulate and governance. Thegovernment should formulate the laws, regulations and rules for the shadow education institutions as soon aspossible, clearly supervise the main body, raise the access threshold, advocate the establishment of industryassociations, and develop industry norms to promote the healthy and sustainable development of the shadoweducation institutions.
