摘要
世界文化遗产具有"突出普遍价值",对人类文明的传承和可持续发展具有重要意义,是人类共同的宝贵财富。世界文化遗产保护已从过去以抢救为主的被动式保护模式转变为以预防为主的主动式保护模式。建立科学的文化遗产监测预警体系,可以有效缓解遗产面临的潜在风险,是实现文化遗产预防性保护和保持其可持续发展的重要基础。南京市作为中国明清城墙联合申遗的牵头城市,已将世界遗产监测预警系统建设纳入南京城墙保护管理工作之中。尝试从遗产监测的意义、遗产构成主体、安全影响因素、监测技术手段等方面,对南京城墙文化遗产监测预警工作探讨研究。
World cultural heritages have “outstanding universal value”. They are of great significance to the inheritance and sustainable development of human civilization. They are the precious wealth of the whole society. Instead of passive protection mode by rescuing in the past, the protection of world cultural heritages now is using active protection mode by precaution. The establishment of monitoring and early warning system for cultural heritages can effectively relieve the potential risk for heritages. It is also an important foundation for realizing the preventive protection for cultural heritages and keeping their sustainable development. As a leading city in the joint application for world heritage of city wall in the Ming and Qing dynasties, Nanjing has involved the establishment of monitoring and early warning system for world heritages in the protection and management of Nanjing’s city wall. The article tried to discuss and study the monitoring and early warning system for Nanjing’s city wall from the following aspects： the significance of monitoring the heritage, the constituent subject of the heritage, safety influence factors and monitoring technologies.
