摘要
我国经济发展取得了显著的成就,但环境污染的问题日趋加剧,其中重要原因是社会公众对环境保护作用发挥不足。论文建立了社会公众作为消费者与企业、作为受环境污染影响者与企业以及社会成员之间环境污染维权、作为环境政策的影响者与政府的动态博弈模型,分析了社会公众环境保护行为发生的过程,确定了社会公众发挥环境保护作用的前提条件,并针对我国各地区存在的问题,提出了相应的发挥社会公众在环境保护中作用的对策建议。
The notable achievement of economic development has been reached in our country,but environmental pollution becomes more and more devastating. Among causes of environmental pollution,lack of valid roles of the public is important one. The article establishes dynamic game models between the public as consumers and enterprises,between the public as victims and enterprises and maintaining environmental rights among social members,and between the public as imposing effect on environmental policies and the government,analyzes the operational process of the public＇s environmental protection behavior,identifies the preconditions of the public＇s plaing valid roles in environmental protection,and proposes suggestions on the public playing roles in environmental protection based on the problems existed in different regions.
