摘要
一直以来,我国军民融合存在组织制度机制建设不健全、政策法规标准体系不完善、信息不畅、人才匮乏等问题。因此,构建竞争机制、组织保障机制、协同整合机制、创新激励机制为一体的循环往复、螺旋式上升的军民融合科技创新服务平台体系,是解决各项问题的有效举措,更是实现军民融合深度发展的重要手段。
For a long time, there are some problems on the civil-military integration in China,such as the imperfect organizational system and mechanism, the imperfect policy and regulation stan-dard system, the poor information and the lack of talent. Therefore, it is an effective measure to solvethese problems by building a cyclic, auger-type rising civil-military integration scientific and technologi-cal innovation service platform system with competition mechanism, organizational guarantee mechanism,synergy integration mechanism and innovation incentive mechanism. Furthermore, it is an importantmeans to realize the depth development of civil-military integration.
