摘要
党中央对加强和改进党的群团工作作出重要部署,对妇联组织改革提出了明确要求。长期以来,基层组织一直是妇联组织建设的薄弱环节,也成为妇联系统改革的一项重点工作。针对基层妇联组织建设和妇女工作中存在的突出问题,广州市海珠区妇联基层组织在妇女之家建设及运营、社会资源链接与统筹、线上线下工作融合等方面进行了创新性探索。本研究在系统梳理海珠区妇联创新性做法和经验的基础上,提出推动妇联基层组织改革创新的建议:坚持问题导向,因地制宜推动妇联工作改革创新;深化区域化发展理念,统筹社会资源形成服务妇女群众的合力;发挥妇联主导作用,加大对女性社会组织的联系引领力度;充分发挥大数据功能,促进妇联工作线上线下互动融合。
The CPC＇s Central Committee has adopted an important plan to reform mass organizations, within which clear requirements have been erected on the reform of women＇s federations. Over time, grassroots organizations have been a weak link in the building of women＇s federations and thus, an important focus in the reforms of women＇s federations. Given that there are distinct issues in building women＇s grassroots organizations and services, the Women＇s Federation of Haizhu District in Guangzhou has attempted with innovative experiments in the operation of Women＇s Home, the link and mobilization of social resources, and integration of online and offline work. This paper will make the following recommendations on promoting reforms in women＇s grassroots organizations based on the study of the Haizhu Women＇s Federation＇s experiment： insisting on the principle of problem oriented and adopting innovative reform strategy in accordance with local conditions;deepening the idea of regional development so as to mobilize resources to jointly service women;exercising women＇s federation＇s leadership in strengthening the connection of women＇s social organizations;and utilizing mega-data to expand the integration of women＇s federation＇ s online and offline work.
