摘要
中国共产党第十九次全国代表大会报告提出:办好继续教育,加快建设学习型社会,大力提高国民素质。继续教育是面向学校教育之后所有社会成员的教育活动,特别是成人教育活动,是终身学习体系的重要组成部分。为完善我国继续教育体系,要形成国家层面领导机构;以开放大学、社区学院、社区教育中心为办学主体,公办普通学校面向城乡居民拓展服务;要加快立法,明确经费投入主体和机制。要以马克思主义学习型政党建设统领各类学习型组织建设;要加快系统化数字学习资源建设和城乡社区学习共同体建设;要普发定额学习券鼓励学习消费;教文体卫社会建设协同。
The report of the 19th CPC National Congress puts forward： we will improve continuing education, step up efforts to build a learning society, and promote the well-rounded development of all our people. 1 Continuing education is an educational activity for all members of the society after school education, especially adult education It is an important part of a lifelong learning system. 2 To perfect China＇s continuing education system, it is necessary to establish a leading body at the national level with open universities, community colleges and community education centers as the mainstay. Ordinary public schools should expand their services to urban and rural residents. Legislation should be expedited to clarify the main bodies and mechanisms for financial input. Various types of learning organizations should be constructed with the building of Marxist learning party as the guide. We should not only speed up the construction of systematized digital learning resources and of learning communities in urban and rural areas, but also issue quota learning coupons to encourage learning consumption. At the same time social construction of education, culture, sports and public heahh should be developed coordinately
