摘要
为提供充分的环境基本公共服务，我国政府的支出不断增加，但是环境基本公共服务的供给仍然存在着严重的问题，主要表现为环境基本公共服务的供需错位，包括主体错位、空间错位、时间错位三个方面。而要解决这一问题就需要进行环境基本公共服务的供给侧结构性改革，具体包括重新确定各个主体在基本公共服务提供中的职能定位，发挥各个主体的合力；平衡环境基本公共服务供给的空间分布，贯彻环境治理的系统思维；平衡环境基本公共服务供给的时间，节约我国环境治理的资源。
Our governmental fiscal expenditure in environmental basic public services is growing for its enough supply, but the supply of environmental basic public services still has heavy problems of disparity between requirement and supply, including the supply main body dislocation, space dislocation and time warp. To solve the problems, we need reform the supply side of environmental basic public services. The reforming measures include re-determining the function of main bodies in the process of environmental basic public services supply for maximizing the join forces, carrying out systematic thinking to distribute reasonably environmental basic public services among the provinces and determining scientifically the time of supply to save the resources of environmental governance.
