摘要 充分利用国家对高速铁路票价管理的新政策开展高速铁路票价制定相关问题研究,对于提高铁路客运竞争力、提升铁路运营效益具有积极的现实意义。以京沪高速铁路为研究对象,引入双层规划理论对高速铁路市场化定价模型进行研究,建立以运输企业运营效益最大化、旅客出行费用最小化的双层规划模型,提出基于灵敏度分析法的模型求解算法,并以北京至上海高速铁路票价为例进行实证分析。双层规划模型充分考虑了市场供求与票价的相互影响,得到市场均衡条件下的最优票价,为高速铁路市场化定价提供参考。 Making full use of the state's new policy on fare management of high-speed railway and carrying out studies on the fare development of high-speed rail have a positive and practical significance on enhancing the competitiveness of railway passenger transport and the operation performance of the railway. In this paper, taking the Beijing-Shanghai High-speed Railway as the research object, the bi-level programming theory is introduced to study the high-speed railway market-oriented pricing model, so as to establish a bi-level programming model with two inputs: maximized operator's efficiency and minimized passenger's travel cost, A model solving algorithm based on sensitivity analysis is proposed, and then verified through using Beijing-Shanghai High-speed railway fare as an example. The bi-level programming model fully considers the interaction between market supply and demand and fares, and obtains the optimal fare under the condition of market equilibrium, which has certain practical significance on the market-based pricing of high-speed railway.
