摘要
基于供给侧结构性改革视角下的上海国资国企改革,必须站在国家和上海社会经济发展的战略层面进行设计。以经济发展的质量为重点,减少低端及无效供给,扩大高端及有效供给,构建具有弹性功能的供给结构,使供给结构凸显适应性和灵活性,以应对需求的不断变化,实现供给和需求的良好匹配,达到国资国企改革和供给侧结构性改革相互匹配和相互促进的目标。
Based on the perspective of the structural reform of the supply side,the reform of state-owned enterprises in Shanghai must be designed in the strategic level of the social and economic development of the country and Shanghai. Shanghai should focus on the quality of economic development,reduce the supply of lowend and inefficient supplies,expand high-end and efficient supply,build a resilient supply structure,and make the supply structure more adaptable and flexible in response to the changing needs and supply and demand,Achieving the goal of mutual matching and mutual promotion of reforms of state-owned enterprises and supply-side structural reforms.
