摘要
2016年中旬,水利部对江西省2014年、2015年实施的抗旱应急水源工程开展了中期评估工作。评估结果认为:江西省较好地组织实施了小型水库工程和引调提水工程,落实了项目主体责任并建立了监督检查制度;项目管理和资金管理总体较为规范,工程建成后已经初步发挥了预期效益。但在项目投资、"四制"(项目法人责任制、招标投标制、建设监理制和合同管理制)执行力度、地方资金配套到位等方面存在不足。通过详细阐述评估过程和内容,为进一步全面了解和促进江西省抗旱应急水源工程建设提供帮助。
In the middle of 2016, China Society of Water Economics was commissioned by the Ministry of Water Resources to carry out the mid-term assessment for the drought emergency water source supply project in Jiangxi Province for past two years. The assessment was mainly conducted from the implementation of the drought-resistant emergency water project in Jiangxi Province, focusing on system construction, preliminary work, project implementation, funds, and schedule of the project. The overall evaluation results are positive; however, investment and local supporting fund should be further conducted. In this pater, assessment procedures and content are introduced in detail to assist developing drought emergency water source project.
