摘要
我国标准化工作改革已经进入"稳妥推进向新型标准体系过渡"的重要阶段,本文结合标准化工作改革的总体目标,对地市级地方标准的发展现状和存在问题进行了总结分析,提出了建立健全法规体系优化制度设计、抓住关键环节简化标准研制程序、强化标准化政策保障和技术支撑等有关地市级地方标准的管理制度设计和改革路径建议。
Standardization work reform of China has entered an important stage of ＂stably promoting me rransltmn to new standards system＂. This paper makes a summary analysis about the development situation and existing problems of municipal local standards combined with the overall goal of standardization work reform, and proposes the suggestions on the design of management system and reform path of municipal local standards, including establishing sound laws and regulatory system design, seizing the key link to simplify the standard development process, and strengthening the standardization policy support and technical support.
