摘要
伴随着科技型中小企业逐渐成为拓展新兴产业、促进科技进步、推动区域乃至国家经济发展的重要力量,相应的支持政策也经历了从无到有、从初具规模到逐渐完善的变迁过程。科技型中小企业支持政策变迁背后实质是一系列的利益冲突与博弈过程,本文在分析科技型中小企业支持政策变迁参与主体的基础上,对支持政策变迁进行多重博弈分析,借助博弈模型对政策供给、政策落实、支持力度、产业选择、竞争发展及较优政策选择等给予探讨与解释,而后以利益激发与信息沟通为导向,进行支持政策变迁的利益协调分析,以期对中国科技型中小企业支持政策供给有所启示。
With technology-based small and medium sized enterprises( SMEs) gradually becoming an important force to expand emerging industries,promote the progress of science and technology,and even promote regional and even national economic development,there is an evolution process of relevant supporting polices for technologybased SMEs to experience from scratch,from taking shape to gradually improve. There is materially a series of interest conflicts and game process behind the evolution of supporting polices for technology-based SMEs. Based on the analysis of participating bodies of supporting polices evolution for technology-based SMEs,the paper applies multiple game analysis of the supporting polices evolution,explores and explains policies supply,policies implementation,support efforts,industry choice,competition development and the better policy choice,etc. Then guided by interest stimulation and information communication,the paper also analyzes the interest coordination of supporting polices evolution in order to provide supply policy implications for technology-based SMEs in China.
