摘要
我国现存的规划体系庞杂,各个规划之间缺乏联系,其中最为重要的国民经济与社会发展规划、土地利用总体规划和城乡规划在各个层面甚至存在明显的矛盾,不利于城乡建设的开展,通过分析在乡村层面开展"三规合一"工作的意义以及目前存在的问题,提出解决的思路,以此实现在乡村地区建立"三规合一"的新的规划体系的目标。
The existing planning system was complicated in our country,lack of contact between the various planning,the most important national economic and social development planning,land use comprehensive planning and urban planning even existed obvious contradiction at all levels,was not conducive to the development of urban and rural construction. By analyzing the significance and present existing problems development of＂three rules in one＂work at the rural level,this paper put forward the solutions,to achieve the goal establishment of new planning system of＂three rules in one＂in rural area.
