摘要
为了提高用电客户诚信用电意识,借鉴金融行业对征信客户的做法,研究电力企业与金融机构共享欠费客户用电信息机制。提出征信客户范围、分类以及纳入、撤销规则,明确用电客户征信信息模型,借助金融机构征信体系法律保障及约束手段,对征信客户在金融行业内信用评级、银行贷款及政府评先评优等经济活动进行限制,从而促使客户诚信用电,为电力企业建立征信体系做好铺垫。。
In order to improve the credit consciousness of electricity customers in electricity usage, method of financial industry to credit clients is used for reference, and arrears customer electricity information sharing mechanism between electric power enterprises and financial institutions are studied. Ranges and classification of credit customers, inclusion and revocation rules are proposed. Credit information model of electricity customers is clarified. With the help of legal protection and restraint means of credit system of financial institutions, business activities of credit customers are restricted including credit rating in financial industry, bank loans and advanced &excellent selection of government and so on, which encourages the creditable electricity usage of customers and prepares for the establishment of credit system in electric power enterprises.
