摘要
潘季驯《河防一览》中所收录的四十一道奏疏,记录了潘季驯领导治河活动的历史背景、河患频发的原因、堤防修守措施、河官管理、朝廷的态度等治河过程中的多个方面,均是围绕"束水攻沙论"治河思想进行的全面而具体的阐释,是研究黄河治理历史和经验的宝贵史料。本文对这些奏疏进行深入梳理和研究,从河官铨补和赏罚、河权的事权归一、"束水攻沙"实践、平定浮言、优恤官员等角度,对这些奏折中的治河思想和理念进行了深入探索。
41 coushu collected in Pan Jixun's 'List of Flood Prevention Works' recorded historical background,causes of frequent river hidden dangers,dyke repair measures,river official management, government attitude and many other aspects in river management process in the river governance activities led by Pan Jixun are recorded. They are comprehensive and concrete explanations aiming at river governance concepts of 'water constraint and sand attack theory',and they are valuable historical materials to study yellow river governance history. In the paper,these coushu are deeply sorted and studied. The river governance concepts and ideas in the coushu are deeply explored from the perspectives of river official selection,award and punishment,river right power and authority integration,'water constraint and sand attack'practice,float word clam-down,official pacifying,etc. The river management thought and ideas are deeply explored in the coushu.
