摘要
目的了解湘西民族地区中小学校卫生保健人力资源现况,为管理决策提供依据。方法调查湘西地区2个少数民族自治县和1个非少数民族自治县73所中小学校,内容包括保健教师的配备与专业、学历、职称及继续教育等基本情况。结果调查的73所学校中,少数民族地区48所,非少数民族地区25所;县城21所,农村52所。98.6%的学校配备保健教师,但专职保健教师仅占30.6%,农村学校为16.7%,低于县城学校的61.9%(P<0.05)。学历以大学专科为主,占55.6%;医学类专业的仅占31.9%,县城学校医学类专业(76.2%)高于农村学校(13.7%),差异有统计学意义(P<0.05)。职称以中级职称为主,占54.2%,农村学校无高级职称卫生保健教师;平均工作年限中位数为3.2年,10年及以上仅占22.2%;有进修学习经历的仅3人,17人无任何培训学习经历。结论湘西民族地区中小学卫生保健队伍专业化程度较低,职业能力不高,社会地位及待遇偏低。国家应采取有针对性的措施,加强队伍建设,确保其开展卫生保健工作的能力。
Objective To understand current situation of human resource of health care service of primary and secondary schools in nority regions of western Hunan province,to provide basis for school health supervision. Methods Questionnaire was used to survey schools in two minority autonomous counties and one non-minority autonomous county. Evaluation of staffing of health care teacher,their major,education degree,professional title,work life and continuing education were implemented by questionnaire. Results Seventy-three schools were surveyed,of which,48 schools in minority autonomous county and25 schools in non-minority autonomous county,21 schools in county town and 52 schools in countryside. 98. 6% of them had health care teacher. The percentage of full-time health care teacher was 30. 6%,the percentage for schools in countryside was 17. 6% and 61. 9% for schools in town( P 〈 0. 05). The college degree accounted for the 55. 6%. The teachers taking medical major only accounted for 31. 9%,and the proportion of these schools in county town( 76. 2%) was higher than that for countryside schools( 13. 7%)( P 〈 0. 05). The medium-grade professional title accounted for 54. 2%,and no health care teacher with high-grade professional title in countryside schools. The median of work life was 3. 2 years. The teachers with work life more than 10 years only accounted for 22. 2%. Only 3 teachers had taken advance studies,and there were 17 teachers without any special training and studying. Conclusion The health care team of primary and middle schools in minority regions of western Hunan has low degree of specialization,low vocational ability,low social status and low treatment. The state should take targeted measures to strengthen the team building and ensure its ability to carry out health care work.
