摘要
分析黑龙江省"医养结合"养老产业概况,提出该产业六方面问题:老龄化程度大,养老压力增大;医养服务呈现新常态,产业需求加大;医养结合认识不足,发展理念待提升;医养结合开发程度低,产业资源配套不足;医养结合人才需求大,人才梯队建设待提高;产业体制机制制约多,产业基础设施需加强。提出更新医养结合理念,挖掘龙江"医养"资源;健全配套政策体系,营造医养开发环境;加快医养结合投入开发,推进医养开发市场运营;加大医养人才培训力度,优化人才环境建设;依托龙江医疗资源,打造医养结合开发新业态,从五个方面推进"医养结合"黑龙江省特色养老产业优化策略。
The old-age care institutions with medical care in Heilongjiang was analyzed in this paper and six problems was summarized,such as： the increases of aging degree and pension pressure; the increased demand of health care services; lack of knowledge and the concept for developing the institutions; the underdevelopment of the institutions; increased the demand for medical care personnel in the institutions and talent construction need improve; too much mechanism restrictions in the industrial system and industrial infrastructure should be strengthened. The strategies to optimizing the institutions with characteristic of Heilongjiang from five aspects including： updating the concept on the institutions and making good use of the resources; improving the supporting policy system and creating a suitable development environment; speeding up the development investment and promoting the market operation; strengthen the training of the talents and optimizing the construction of talent environment; relying on medical resources in the province to create new development formats of the institutions.
