摘要
智利是全球最自由的经济体之一,是第一个全面改革电力行业的国家,并且取得了成功,电力市场运转良好。目前,智利以火电为主,燃料主要依靠进口,导致电价较高。2013年12月12日,智利《三点钟报》报道,该国工业用电价格在世界124个国家(地区)中居第13位,在南美国家位居第2。近年来,智利电力能源结构在逐步转型,加大了对太阳能、风电及水电资源的开发及利用。文章对智利电力市场的改革历程、电力开发现状、电网系统构成及运行、电力市场运行机制等进行分析,在智利电力需求及电力建设前景分析的基础上重点研究了电价的历史演变趋势,并对未来电价进行了预测分析,以期为未来的电力市场运行及电力投资、建设提供参考。
Chile,one of most free economic entities in the world,is the first country to implement the full reform in the electric industrand has succeeded. Now its electric power market runs well. In Chile,the thermal power dominates and fuels rely on import. Thereforea higher tariff is caused. On December 12,2013,its tariff for industry,revealed by La tercera,ranked 14 in 124 countries in the worland ranked 2 in south American countries. In recent years,the electric power structure has been transforming. Solar,wind and hydropower resources are largely developed and utilized. In the paper,the reform history of the electric market,electric power developmenstatus,the grid components and operation, and the operation mechanism of the electric market in Chile are analyzed. Based on analysis othe power demand and construction prospects, the tariff transforming history is studied especially and the future tariff is predicated and analyzed. These provides the electric power market operation, investment and construction of the electric power industry with reference.
