摘要
受京津冀协同发展、经济增速放缓、压减过剩产能、市场变化、资源环境约束等叠加因素影响,河北省产业结构仍处于工业化后期、重化工业特征突出、新兴产业处于起步阶段,主导产业集中度和装备水平参差不齐、现代服务业发展缓慢、沿海和环首都优势未充分发挥、领军企业少,化解过剩产能形势复杂,急需遵循"化解、调整、升级、优化"原则破解难题,通过建立转型升级试验区、实施创新驱动战略、推动传统产业转型升级等八条路径促进河北省产业结构优化升级,实现经济健康协调持续发展。
Affected by the coordinated development of Beijing-Tianjin-Hebei, the slowdown of economic growth, excess capacity under pressing reduction, market changes and the restriction of resources and environment, Hebei’s industrial structure is still in the late industrialization stage,the characteristics of heavy chemical industry are prominent,the emerging industries are in their infancy, leading industry concentration and equipment levels are uneven, the development of modern service industry is slow,coastal and ring capital cities have not given full play to their advantages, the number of leading enterprises is relatively small, the situation of resolving overcapacity is complicated, therefore, it is urgent to solve the problem according to the principles of ＂resolve, adjust, upgrade and optimize＂. Through the establishment of transformation and upgrading pilot area, the implementation of innovation-driven strategy, promoting the transformation and upgrading of traditional industries and so on, these eight paths are expected to enhance the optimization and upgrading of industrial structure in Hebei Province and to achieve coordinated and sustainable economic growth.
