摘要
深化体育改革是促进全民健身和竞技体育全面发展的重要保障,对体育"发展问题"和"发展起来的问题"进行研究概述,剖析体育系统运行机制。基于复合系统测度,运用协整理论对2007—2014年间全国及各省(自治区、直辖市)区域竞技体育系统和群众体育系统中的时间序列数据进行协整分析。结果显示:全国及各省(自治区、直辖市)仅有北京市竞技体育产出水平与群众体育发展水平存在协整关系,根据经济发展水平的不同,划分西部、东北部、中部和东部四个地区,针对不同地区经济发展水平分析其竞技体育与群众体育发展不协整的原因。由此分析体育事业发展受阻的原因:怕乱求稳,症结难解;分配不均,顾此失彼;结构断裂,缺乏有效桥梁。建议:深化体育改革,进行体育部门"降级、合并、分拆",增强部门协调办事效益,提高体育资源利用率,搭建有效桥梁,促进体育事业全面、协调、可持续发展。
Deepening the sports reform is an important guarantee to promote the overall development of national fitness and competitive sports.The authors summarize the sports development and developing problems,and analyze the operating mechanism of sports system.Cointegration analysis was used to analyze the time data of competitive sports system and social sports system between China and the provinces from 2007 to 2014.The results show that only Beijing city athletics level of output and the development of social sports level have cointegration relationship.According to the different levels of economic development,we divided the country into four regions of the west,northeast,central and eastern.According to the level of economic development in different regions,the authors analyzed the reasons for the uncoordinated development of competitive sports and social sports.The reasons for the sports development to be hampered are fear of disorder,seeking stability and the crux of obscure,uneven distribution,care for this and losing that,structure fracture,and the lack of effective bridge.It is suggested that the reform of sports should be deepened and the sports departments should be demoted,merged and separated.The authors strengthen the coordination of departments,improve the efficiency of sports resources,build an effective bridge,and promote the all-round,coordinated and sustainable development of sports.
