摘要
政府治理制度的创新乃是新区未来发展和繁荣的基础。新区治理创新的基点乃是全面落实人民中心的发展思想,以人民中心的政府治理为基本价值导向。在此基础上,建立和发展民主参与、府际跨域协同治理、政府和社会的合作治理以及整体性政府治理的新治理典范。
The innovations of public governance plays import mental roles in the development of new district.The start point of governance innovation means focusing on the people-centered development,putting the value of people first into practice,and developing new paradigm of public governance.Difference from conventional,bureaucratic model,the new public governance should be open and transparent; be communicative and co-operative; be cross-boundary and be integrated.
