摘要
目的了解临沂地区乡镇基层卫生院卫生服务状况和发展现状。方法通过问卷调查表,并随机与部分乡镇卫生院管理人员、专业技术人员进行座谈交流,获得乡镇卫生院基本情况、卫生院人力资源状况、乡镇基层卫生机构人才需求或继续教育情况等内容,应用SPSS 13.0统计软件对调查资料进行统计分析,形成调查结果与结论。结果 180所乡镇卫生院除房屋基本达标外,各乡镇卫生院发展极不平衡。业务用房建筑面积为268~3750m^2,平均924.6m^2。医院病床数12~182张,平均36张;医务人员13~101人,平均28人,专业技术人员不足,尤其是儿科、外科、全科、妇科、护理等专业亟需具有特长的技术骨干人员;除均设有内科和产科外,均有科室不建全现象;开展的临床检查项目普遍较少;涉及专业知识、技术的继续教育项目较少,新知识、新技术更新较慢等。结论随着我国医疗卫生体制改革的深化,各级政府对乡镇卫生院的投入和建设不断加大,乡镇卫生院的工作状况逐步得到改善,其服务质量不断得到改善和提高。但仍存在着基础设施差、医疗队伍人员结构不合理,整体素质低,业务发展不平衡。部分卫生院管理水平不高,管理机制滞后,不能适应新形势的需要。
Objective To explore the development of township hospitals in Linyi City.Methods Through the questionnaire surveys and the informal discussion with the management and the medical professionals in the township hospitals,The basic information in township hospitals as well as the facts about their human resources and continuing education in medicine were obtained and SPSS 13.0 was used to analyze the data for further discussion.Results 180 township hospitals were found to be up to the medical standard,but they showed unbalanced development.The beds in a hospital ranged from 12 to 182,with an average of 36.The number of medical staff ranged from 13 to 101,with an average of 28.All these hospitals were lacking in professionals,especially experts in pediatrics,surgery,general medicine,gynecology and nursing.Medical departments were not sufficient except the departments of internal medicine and obstetrics.The programs of clinical examination were insufficient.Programs for continuing education in medicine were not enough and the medical professionals' knowledge and technology need to be enriched.Conclusion With the reform-deepening of medical and health system in our country,the investment and construction of township hospitals have increased and the working conditions and the quality of service have been improved gradually.Butthe problems like poor infrastructure,unreasonable team staff structure,lower overall quality of service,imbalanced development of medical department in some township hospitals remained to be solved.
