摘要
重庆市沙坪坝区社区卫生服务中心提供的托老服务在解决辖区失能老人的医疗和养老问题方面取得了较好的效果。以定性访谈方式,采用SWOT分析系统阐述社区卫生服务中心开设托老科的优势、劣势、面临的机遇与威胁,并得出以下结论:托老服务整合现有医疗资源,提高了卫生资源利用率,可行性较好;但现有的医疗资源有限,且尚未建立有效筹资机制,难以满足需求;抓住机遇,在大力推进医养结合的大背景下,加快出台相关行业标准,建立有效的筹资机制,加强养老护理相关的人才培养和学科建设,是促进社区卫生服务中心提供托老服务良性发展的关键。
The community health centers in Shapingba district of Chongqing has achieved good results in solving the medical and daily care problems of disabled elderly people.Qualitative research was adopted and the SWOT analysis was used to systematically discuss the advantages,disadvantages,opportunities and threats of providing elderly care services.Conclusions the community health center has advantages in providing elderly care services through the integration of medical resources,which also improves the utilization rate.It is difficult to meet all the demands as the existing medical resources are limited and effective financing mechanism has not been established.Under the background of vigorously promoting the combination of medical care,accelerating the introduction of relevant industry standards,establishing an effective financing mechanism,and strengthening the related personnel training and discipline construction are key to promote elderly care in community health centers.
