摘要
随着全球卫星导航系统(GNSS)的深度应用,其系统固有的脆弱性逐步凸显,引起国际社会的重视,建立强健的备份系统已成为国际社会的共识。本文通过一些实际案例,指出GNSS当前存在的一些问题,并结合当前国际相关观点和部分国家的政策,对GNSS系统备份方案的必要性和潜在方案进行探讨研究。
With the wide and in-depth application of GNSS, the inherent vulnerability of the navigation satellite system is emerging and attracting the world＇s attention. It is universally recognized that it is necessary to build a powerful back-up system for GNSS. Based on some real examples, the existing problems of GNSS are pointed out. The viewpoints recognized in the world and some national policies are used to discuss and study the necessity of GNSS back-up system and its alternatives.
