摘要
随着经济发展、社会结构、利益格局、思想观念等深层次的变化,地名管理工作面临越来越多的新情况、新挑战,这些新情况、新挑战对地名工作提出了更高的要求,原有的工作方式越来越难以满足日益变化的社会需求。本文从体制机制创新、服务方式创新、提升地名服务效能等方面对地名工作由管理到服务进行了探讨分析,阐明了应按照国家建设服务型政府的要求,以社会的发展需要为原则,逐步由管理向为社会提供服务转变,并不断提升服务能力。
With the changes of economic development, social structures, benefit structures and ideology, the management work of place names are confronted with more new issues and challenges, which requires a higher level of place-name work. The present work pattern can not satisfy the changeable social demands. This paper presents a deep discussion and analysis on the management and services of place-name work from various aspects, including the innovation in mechanism and institutions, innovation in service patterns, and ways of improving the efficiency of place-name service work. Then, in accordance with the requirement of building the service-oriented government and with the principle of meeting social developing needs, it expounds that the place-name work should shift its focus from management to social service delivery and further strengthens its service capability.
