摘要
公信力建设是慈善组织管理和发展的重点,《慈善组织公信力研究》科学地构建了慈善组织公信力评估指标体系,为政府加强慈善组织综合监管提供了思路,为慈善组织提高公信力提供了路径。从综合监管视角看,公信力是主观评价和客观基础的统一,是主体外部关系的反映,与诚信、信任、信用等概念有着密切关系。公信力评估成为慈善组织自身以及政府、公众、媒体等不同监管主体进行监管的手段,也是综合监管体系构建的工具。从实践操作层面,我们可以着眼于公信力建设影响因素,确保慈善组织独立法人主体地位,建立信息公开平台,在治理、管理、服务三个层面提高慈善组织公信力,构建以信用为核心的多元主体协同监管机制。
Credibility building is the focus of the charity management and development. Research on Charity Credibility provides a well-justified indicator system for evaluation of the charities, gives inspiration to the government on enhancing comprehensive supervision of the charities, and sheds light on the ways for the charities to enhance their credibility. From a cornprehensive supervision perspective, credibility, as a unity of subjective evaluation and objective basis and an embodiment of the external relations, closely bears on integrity, trust, credit and other concepts. Credibility evaluation has become a result of supervision by the charity itself as well as other entities like the government, the public and media; it has become a means and instrument to build the comprehensive supervision system. In practical operation, we can make efforts targeting factors related to charity credibility to ensure the independent legal person status of the charity, establish an information disclosure platform, enhance the charity credibility in the three dimensions of governance, management and service, and build a co-supervision mechanism with credit at the core
