摘要
休闲农业作为农村第一、第二、第三产业发展的融合体,现在已经变成一种新的消费形态和产业现象。迅猛发展的休闲农业促进农民的经济收入的增加,变革传统的农业结构,加速农业产业化发展,推动新型城镇化进入快速发展阶段。2016年,中央提出推进农业供给侧结构性改革,引起全社会的高度重视。在2016年的山东《政府工作报告》中,加强供给侧结构性改革被列为各项工作的首位,并明确提出要"大力发展教育、医疗、养老、健康、旅游、文化、休闲、娱乐、体育等产业"。通过研究为山东省休闲农业资源深度开发与产业化发展模式选择等相关决策的制定提供科学依据和理论支撑。作为农业大省的山东省,拥有得天独厚的地理资源和旅游资源,因此在发展休闲农业方面具有较好的资源积淀。本文通过山东省休闲农业的现状分析,通过实地调查法、文献分析法、比较法等方法,探讨在供给侧改革的背景下山东省发展休闲农业的具体策略与途径,从而增强对于"三农"问题研究的科学性与预测性。通过理论研究以期待对山东省农村经济发展的实际工作产生一定的指导作用。
As a fusion of the first, second and tertiary industry in rural areas, leisure agriculture has become a new form ofconsumption and industrial phenomenon. The rapid development of leisure agriculture promotes the economic income offarmers, changes the traditional agricultural structure, accelerates the development of agricultural industrialization, andpromotes the new urbanization to enter a stage of rapid development. In 2016, the central government has put forward thestructural reform of the agricultural supply-side, which has aroused great attention of the whole society. 2016 the Shandong＂government work report＂, strengthening the structural reform of the supply side has been listed as the top priority of thework, it has been clearly stated that education, medical care, pension, health, tourism, culture, leisure, entertainment, sportsand other industries＂ should been vigorously developed. The study will provide scientific basis and theoretical support for thedecision making of the development of leisure agriculture resources and the choice of industrialization development model inShandong Province. As a big agricultural province, Shandong Province has unique geographical resources and tourismresources, so it has a better accumulation of resources in the development of leisure agriculture. Through the analysis ofstatus quo of leisure agriculture in Shandong Province, by the on-the-spot investigation method, literature analysis method,comparative method and so on, this paper explores the specific strategies and approaches on the supply-side reform under thebackground of development of leisure agriculture in Shandong Province, so as to enhance the scientific and predictiveresearch on ＂three rural issues＂. Through theoretical research, it is expected to give some guidance to the actual work of ruraleconomic development in Shandong Province.
