摘要
南宁市作为首批海绵城市建设试点城市之一,到2016年底,时间已经过半。系统介绍了南宁市为海绵城市建设所做的各项工作,包括组织构架、出台的政策文件和技术文件、《南宁市海绵城市试点建设三年实施计划(2015—2017)》中的功能分区、总体建设目标、阶段性考核指标,以及试点建设的进展情况。最后,对五类项目的重点工程做了介绍,并总结出了五条海绵城市建设的"南宁做法",为南方城市做出了先行探索。
Nanning City is one of the first series of pilot sites for sponge city construction, and the pilot construction period has passed half till the end of 2016. This paper systematically introduced the construction process of the sponge city in Nanning, including the organizational structure, authorized poli- cy and technical instructions, as well as functional zoning, overall construction objectives, phasic assess- ment indicators in ＂Three-Year Implementation Plan （2015 -2017）＂. The progresses of the pilot con- struction were also outlined. Finally, key points of five kinds of projects in the sponge city construction were introduced, and based on which five Nanning Practices for sponge city development were summa- rized, so as to be a pioneering exploration for Southern China cities.
