摘要
在问卷调查的基础上,基于高校科技工作者的角度分析当前我国高校科技资源配置的状况,对比不同特征下的高校科技工作者对科技资源状况满意度评价差异。结果表明,高校科技工作者对目前科技资源配置状况不满意,科技资源配置存在过度"行政化"、资源重复分配以及共享率低等问题。提出下列政策建议,建立市场配置资源与政府推动相结合的高校科技资源配置机制;建立学科特色与高校科技资源配置大局相协调配置模式;建立节约和共享相一致的高校科技资源配置方式;建立创新评价和人才激励相配套的高校科技资源配置改革途径。
On the basis of the questionnaire survey, the paper analyzed the status quo of the allocation of science and technology resources in universities in China based on the perspective of the university S&T employees, and compared the difference of the evaluation of the satisfaction of S&T resources among the S&T employees under different characteristics. The results showed that the S&T employees in universities are not satisfied with the current situation of S&T resources allocation due to excessive "administrative orders", repeated allocation of resources and low sharing rate. The paper put forward the following policy suggestions: establishing S&T resources allocation mechanism combined with resources allocation of market and government promotion, establishing the coordinated pattern combined with academic characteristics and the overall situation of S&T resources allocation in universities, establishing the pattern of conservation and sharing of S&T resources allocation in universities, and establishing the reform way of S&T resources allocation in universities which is the integration of innovative evaluation and talent incentives.
