摘要
生态文明建设已成为当下中国最为关切的研究热点与实践重点之一。本文提出从先进程度、目标完成度及进步程度三个方面评价生态文明建设绩效,继而提出用于评价生态文明建设绩效的水平指数、差距指数、进步指数,发挥诊断、激励功能,发现优势及劣势,明确下一步建设重点。同时,对2015年我国31个省级行政区生态文明建设绩效进行评价。结果显示:(1)从水平指数上看,2015年31个省级行政区的生态文明建设水平相差不大。海南省得分最高,但单位GDP水耗和恩格尔系数过高,说明海南省生态文明建设下一步的重点是加强节水工作和提高居民家庭生活水平;新疆得分最低,其原因是单位GDP能耗过高和人均GDP较低,说明新疆生态文明建设下一步的重点是加强节能工作和加快经济发展转型。(2)从进步指数上看,上海得分最高,但在节能节水方面仍有改善空间;山东省得分最低,其生态环境方面污染物总量控制进步程度较差。(3)从差距指数上看,目标完成度高的省级行政区主要是经济较发达地区,目标完成情况不佳的省级行政区主要是经济落后地区。
Nowadays, ecological civilization construction has become one of the most popular research hotspots in China. Based on the demonstration of the performance of building ecological civilization, this paper analyzes the shortcomings of the existing methods to assess on the performance of building ecological civilization, and then proposes a comprehensive assessment framework integrating level index of ecological civilization, gap index to achieve targets and progress index compared to last year. This paper then evaluates the performance of ecological civilization construction of 31 provinces and provincial-level cities in China. As shown in the assessment of the level index, Hainan Province has the best level index. However, the water consumption intensity and Engel coefficient of Hainan is too high, which indicates that Hainan should put more effort on the water-saving and improve the living standards of the family in the near future. Xinjiang has the lowest level index due to high energy consumption intensity and low GDP, which indicates that Xinjiang should focus on high quality economic development with low energy consumption. According to the assessment of the progress index, Shanghai has the highest progress index. However, the energy efficiency in Shanghai is still under improvement. Shandong has the lowest progress index due to the large amount of environmental pollutant emission. Finally according to the assessment of gap index, there is a high correlation between gap index and economic development. The more developed provinces have lower gap index and less developed provinces have higher gap index.
