摘要
本文结合MARPOL73/78公约附则VI的要求及我国海洋捕捞业的现状,以浙江省渔业船舶造成尾气污染调查数据结果为支撑,在斯蒂格利茨"新凯恩斯主义"理论的基础上,选取合适的政府干预模型,尝试进行渔船尾气排放市场理论设计,建立闭环管控结构,并依据该闭环管控结构提出相应的干预对策和措施,作为政府干预理论在防止渔船造成空气污染方面应用的理论先导,期使我国能发挥后发国家的优势,切实降低渔船对海洋大气的污染,使行业、政府、社会三者协调发展,达到帕累托最优。
Based on the requirements of Annex VI of MARPOL73/78 Convention and the current situation of marine fishery in China,this paper uses the results of the pollution investigation on fishery vessels in Zhejiang Province to support the data. On the basis of Stiglitz' s "New Keynesianism"theory,the paper puts forward the corresponding intervention measures and tries to build a closed-loop control structure as the theoretical guide for the government intervention theory to prevent the air pollution caused by the fishing vessels. So that our country can effectively reduce the pollution of marine air exhaust. At the same time,it can make the industry,government,social coordinated development to achieve the best Pareto.
