摘要
促进农村土地流转是进一步提高农业生产力的重要途径,但是,推进农村土地流转工作不能仅停留在流转制度的建立与完善方面,更重要的是为农村土地提供有效的效率提升通道,确保流转双方的市场效益。利用中国31个省市2000-2014年的历史数据,通过莫兰散点图分析与全局莫兰指数检验方法,验证了地区农业发展之间的正向溢出效应和发达地区对欠发达地区农业经济增长带动模式正在由消化吸收后者农产品向促进后者工业体系建设水平的转变。同时,基于空间误差模型(SEM)与空间滞后模型(SAR)分析了中国农村土地亩均产值与亩均工业强度的统计关系。结论表明,亩均工业强度对亩均产值存在显著的正向促进关系。由此建议加强与完善地区农业配套工业条件,为促进土地流转构建良好的工业环境。
In the period of social transition, it is a effective method to promote the rural land transfer for agriculture. However, it is more important to establish a way which could enhance the efficiency of the rural land, than to build and improve the system of rural land transfer itself. We tested and verified the positive spillover effect among different regions of China and we found that the driving mode from devel- oped regions to undeveloped regions transfered gradually during 2000 and 2014, which transfered from the mode of digesting agriculture products of undeveloped regions to the mode of enhancing the industry sys- tem construction with the data of 31 provivinces and cities of China and the Morans' I test. Meanwhile, based on the methods of SEM mode and SAR, we made an analysis about the statistical relationship between output value per acre of rural land and industry intensity per acre. The results showed that industry intensity per acre made a definite positive effect on the output value per acre of rural land. Based on the results, we made some suggestions about that we should construct and consummate the light industry condition for rural land transfer.
