摘要
在互联网与社会各领域加速融合的背景下,对《互联网市场准入负面清单(第一批,试行版)》进行了评估,该清单旨在放宽互联网融合领域的市场准入,编制体现了底线思维、创新思维和包容思维,遵循了法定原则、确属必要尽量简化的原则、以及灵活渐进的原则。政府在负面清单出台的同时应当在市场准入之外,有机结合多层面政策促进互联网融合领域健康发展,主要包括改善事中事后监管、分类施策、政策评估与动态调整。
In the context of accelerating convergence between the Internet and all sectors of society, the negative list of Internet market access(the first batch of trial version) was evaluated. The list aims to relax market access in the field of Internet convergence, which represents bottom line thinking, innovative thinking and inclusive thinking. The list follows the statutory principles, the necessary simplified principles, and the flexible and progressive principles. In addition to market access, the government should combine organic and multi-level policies in order to promote the healthy development of the Internet convergence, which mainly include ex-supervision and post-supervision, classification strategy, policy evaluation and dynamic adjustment.
