摘要
伴随着城市化进程的向前推进,在保障城市建设用地工作的同时,由于各种原因亦造成空闲闲置土地的存在。如何在推进新型城镇化、提升宏观经济层次的进程中正确引导、合理规划、节约有限的土地资源,提高城镇土地集约利用水平,保障整体社会经济可持续发展,已成为当前国土资源部门亟待解决的问题。以洛阳新区核心区空闲闲置土地调查工作为例,分析其形成原因及存在问题,立足现实进行处置利用初步探讨,建议根据空闲闲置土地类别,从思想重视、政策保障、资金支持、功能提升、土地监管等多方面入手,分类处置、稳步实施,从而促进城市化进程中空闲闲置土地最大化开发利用。
Forward along with urbanization, urban construction land in the protection of work at the same time, due to various reasons and the existence of idle land. How to promote the progress of new type of urbanization, promote the macroeconomic level of correct guidance, reasonable planning and save the limited land resources, improve the level of intensive utilization of urban land, safeguard the overall social and economic sustainable development, has become a problem urgently to be solved in the departments of land and resources of the current. To luoyang new area core idle land survey work, for example, to analyze its formation reasons and existing problems, based on reality dealing with use of preliminary discussion, suggestion according to idle land category, from the ideological recognition, policy support, capital support, capability and land supervision and other aspects, this paper classified disposal, steady implementation, so as to promote the maximum idle land development and utilization in the process of urbanization
