摘要
本文引入形式概念分析的理论,利用形式概念的核心数据结构——概念格,对创新政策的内容结构进行分析;同时,结合创新链相关理论,从创新环节的角度出发,系统全面分析政策内容的结构特点。以《中共中央国务院关于深化体制机制改革加快实施创新驱动发展战略的若干意见》《深化科技体制改革实施方案》为例进行了实证分析。通过实证分析发现,基于概念格的形式概念分析可以很好地把握创新政策的内容结构特点,可以形象地展示创新政策中政策类目的关联程度以及政策类目之间的包含即延伸关系。
This paper is based on the theory of formal concept analysis. It utilizes the core data structure of the formal concept--concept lattice, to analyze innovation policy content structure. Meanwhile, combining with the theory of innovation chain, the paper systemati- cally analyzes the structural characteristics of policy content from the point of view of innovation links. Then, the paper takes ＂Certain Opinions on Deepening the Reform of Institutional Mechanisms to Accelerate the Implementation of Innovation-Driven Development Strategy Issued by the Central Committee of the CPC and the State Council＂ and ＂Implementation Plans on Deepening the Reform of Scientific and Technological System＂ for examples to conduct empirical analysis. Through the empirical analysis, it is found that formal concept analysis based on concept lattice not only can grasp the characteristics of the content structure of innovation policy, but also vividly show the degree of relevance of policy categories in innovation policy and the relationship between policy categories.
